ery little is known about Thomas Barker. He was born and educated in Shropshire, and probably worked for Edward Lord Montague. He was a parliamentarian, and knew Walton, who did Barker the unusual service of quoting from his book (it was much more common for Walton to borrow text without attributing the source.)

Barker published Barker's Delight or The Art of Angling in 1659.
